Milford man arrested after domestic assault in vehicle

On 11/14/15 the Milford Police arrested and charged a 25yo Milford man stemming from a domestic assault that occurred in a vehicle in the area of McCoy St and S. Walnut St. Phillippa M. Vann was charged with Unlawful Imprisonment 2nd Degree, Assault 3rd Degree and Noncompliance with Conditions of Bond. Investigation revealed that the 23yo female victim was traveling in a vehicle operated by Vann. Vann and the female victim were involved in a verbal dispute while inside the vehicle. During the dispute, Vann began punching the female victim while he was still operating the vehicle. As the vehicle came to a stop at a stop sign, the female victim fled on foot from the vehicle. Vann then exited the vehicle and chased after the female victim on foot. Vann caught up with the female victim and began punching her and kicking her and then pulled her back inside the vehicle. Vann began operating the vehicle again and as the vehicle came to a stop at another stop sign, the female fled from the vehicle on foot again. The female victim was able then able to contact with the Milford Police. Vann was later located and taken into custody. The female victim was transported to Milford Bayhealth Hospital where she was treated and later released. The female victim suffered injuries to the face and arms. Vann had already been court ordered not to operate any motor vehicle stemming from an incident that occurred on 8/7/15. Vann was arraigned and committed to SCI in default of $10,000 cash bond.
