Traffic Stop Leads to Drug Arrest

On 05.11.2017 at approximately 10:16 pm an officer assigned to the Patrol Division was conducting traffic enforcement on Milford Harrington Highway (SR 14) when a vehicle was observed traveling westbound at a high rate of speed.  The officer conducted a traffic stop of that vehicle and upon contact with the occupants, the officer noticed an odor of marijuana which led to further investigation.  The further investigation led to the seizure of drug paraphernalia, .6 grams methamphetamines and 3.2 grams of marijuana.  William J. Cochrane, 43 of New Castle, and Kenneth J. Hughes, 48 of Newark, were both taken into custody at the scene and transported to the Milford Police Department.  Mr. Cochrane has been charged with Tampering With Physical Evidence, Possession of Marijuana, and Possession of a Controlled Substance.  Mr. Hughes has been charged with Driving While Suspended or Revoked, Failure to Have Required Insurance, Speeding, Failure to Transfer Title, Failure to Have Registration Card, and Possession of Drug Paraphernalia.  Mr. Cochrane was presented at the Justice of the Peace Court #7, where bail was set at $1700.00 unsecured.  Mr. Cochrane is scheduled to appear at the Kent County Court of Common Pleas on 05.19.2017 for a Preliminary Hearing.  Mr. Hughes was released after being issued a traffic and criminal summons and is scheduled to appear at the Justice of the Peace Court #6 on 05.30.2017 for an arraignment.
