Loitering Incident Results In 3 Arrests

On 02/27/2018 at approximately 1533 hours, The Milford Police Department Patrol Division was on a proactive patrol and observed several subjects loitering behind the businesses in the Riverwalk Shopping Center. Contact was made with the subjects, who appeared to be under the influence and in possession of alcohol.  The subjects were identified as Tiffancy L Lockett-Parrish, 47 of Dover, DE, Kevin Payne, 51 of Lincoln, DE, and Roger Paradis, 56 of Milford, DE.  While officers were talking with the subjects, Lockett-Parrish became disorderly with officers and was taken into custody.  Payne and Paradis were also later taken into custody as well.  All three subjects were transported to Milford PD.  All three subjects were issued criminal summons for Disorderly Conduct.  Payne and Paradise were both transported to the hospital due to intoxication levels and arrangements had been made for Lockett-Parrish to be turned over to a sober guardian.

When the guardian arrived to pick up Lockett-Parrish, Lockett-Parrish became annoyed and argumentative with the sober guardian and officers in the lobby of Milford PD. Lockett-Parrish then attempted to leave Milford PD without the sober guardian, which was not authorized due to her intoxication and officers attempted to stop her at which time she struck an officer in the neck with her arms.  She was then taken into custody again. Lockett-Parrish was charged with Offensive Touching Of A Law Enforcement Officer, Resisting Arrest, and Failure To Comply With Taking Of Photos and Fingerprints.   Lockett-Parrish had a presentment through the Justice of the Peace Court and was committed to the Department of Corrections due to her intoxication.  Once Lockett-Parrish was sober, she was released from the Department of Corrections on $3000.00 USC unsecured bail with a future court date in Kent County Court of Common Pleas.
