On 04/24/2018 at approximately 2:35 a.m., The Milford Police Department was dispatched to a motor vehicle collision on Bay Rd (SR 1) north of NE 10th St. Milford, Kent County, DE. Once on scene, it was determined that one of the vehicle operators had succumbed to injuries sustained during the collision. The Delaware State Police Collision Reconstruction Unit was contacted and asked to respond to investigate the incident for the Milford Police Department.
According to the preliminary investigation, a 2006 Black Chevrolet Suburban was traveling northbound in the southbound lane of Bay Rd (SR 1) north of NE 10th St approaching a 2016 White Ford Escape, who was traveling southbound in the southbound lane of Bay Rd. The Black Chevrolet Suburban then collided with the 2016 Ford Escape. The impact of the collision pushed the Ford Escape backwards in a northerly direction where the vehicle left the roadway and entered into the center grass median and came to its final resting place. The Black Suburban rotated and came to a final rest in the roadway facing a northeasterly direction in the area of the point of impact. Investigation revealed that both operators and all occupants were properly restrained.
The operator of the Chevrolet Suburban, Glenn M. Outten, 30 of Harrington, DE, was transported to Bayhealth: Milford Memorial Hospital, where he was treated and released. The operator of Ford Escape, Jay C. Richardson, 56 of Millsboro, DE, was pronounced dead on scene. The passenger of the Ford Escape was transported to Bayhealth: Milford Memorial Hospital by ambulance and stabilized before being airlifted to Christina Hospital where the passenger was admitted with life threatening injuries.
After Outten was released from Bayhealth, he was transported to Delaware State Police Troop 3, where he was charged Vehicular Homicide 1st Degree, Vehicular Assault 1st Degree, Driving Under the Influence, Driving On The Wrong Side Of The Road and No Proof Of Insurance. Outten had a presentment through the Justice of the Peace Court 2 and was committed to the Department of Correction in default of $7000.00 USC secured bail.
Bay Road was closed for approximately 4 hours while the investigation was conducted by DSP and the roadway was cleared.
