Proactive Foot Patrol Results In Drug Arrest

On 11.23.2019 shortly after midnight a proactive foot patrol conducted by two officers resulted in the arrest of a Felton man.  On 11.23.2019 at approximately 12:26 am, officers contacted James D. Brown, 32 of Felton, as they witnessed him hide behind a tree in a yard of a residence in the 100 block of Northwest 4th Street.  The officers made contact with Mr. Brown and the owner of the property, who confirmed they did not know Mr. Brown and he did not have permission to be on the property.  As the officers took Mr. Brown into custody, heroin and marijuana both were found in his possession.  Mr. Brown has charged with Possession of a Controlled Substance, Possession of Marijuana, and Criminal Trespass.  Mr. Brown was presented at the Justice of the Peace Court #7 and released on his own recognizance.  Mr. Brown is scheduled to appear at the Kent County Court of Common Pleas on 01.22.2020 for an arraignment.
