On 03/13/2019 at approximately 7:57 a.m., the Milford Police Department Patrol Division was dispatched to a burglary in progress in the unit block of N. Walnut St. Officers were advised that a black male was busting out the windows of a vehicle in that area. Officers responded to the area and observed a gray passenger car with damage to the front driver side window and a black male leaning inside the vehicle. Officers took the male subject into custody without incident, who was identified as Joseph Malloy, 44 of Milford, DE. Further investigation revealed that Malloy allegedly broke into the vehicle to retrieve property of his that was inside the vehicle, but he was not the owner of said vehicle. Investigation revealed that Malloy gained access to the vehicle by using an adjustable wrench to bust out the front driver’s side window.
Malloy was transported back to Milford PD, where he was charged with Possession of Burglar Tools, Burglary 3rd Degree, and Criminal Mischief Under $1000. Malloy had a presentment through the Justice of the Peace Court 2 and was released on $6250.00 USC unsecured bail with a no contact order with the victim. Malloy was ordered to appear at a later date in the Kent County Court of Common Pleas for a preliminary hearing.

On 03.10.2019 Milford Police arrested a Seaford man following an investigation into a stalking that began on 03.09.2019. On 03.09.2019 an investigation began into multiple incidents of Daniel A. Lewis, 37 of Seaford, reportedly violating an active no contact order with the victim. These incidents occurred at several businesses along North and South DuPont Boulevard (US Rt 113). As a result of this investigation a warrant was obtained and Mr. Lewis was taken into custody by the Delaware State Police on 03.10.2019 and later turned over to Milford Police. Mr. Lewis has been charged with Stalking, Harassment, and four counts of Breach of Release. Mr. Lewis was presented at the Justice of the Peace Court #7, where bail was set at $3000.00 secured. Mr. Lewis was released after posting bail. Mr. Lewis is scheduled for a preliminary hearing on 03.22.2019 at the Kent County Court of Common Pleas.

On 03.10.2019 Milford Police arrested Terri L. Rust, 41 of Magnolia, following an investigation into multiple suspicious charges to the victims credit cards. The investigation revealed Ms. Rust allegedly engaged in multiple transactions with the victims cards in which she was not permitted. These charges date back to June of 2018. As a result of this investigation and a consultation with the Delaware Department of Justice a warrant was obtained for Ms. Rust. Ms. Rust has been charged with Crime Against a Vulnerable Adult, Unlawful Use of Payment Card Over $1500, and Theft Over $1500 and Victim is 62 Yrs or Older or Impaired/Disabled. Ms. Rust was presented at the Justice of the Peace Court #7, where she was released on her own recognizance. Ms. Rust is scheduled to appear at the Kent County Court of Common Pleas on 03.22.2019 for a preliminary hearing.

On 03/07/2019, the Milford Police Department Drug Unit was working on an investigation, when detectives observed multiple hand to hand transactions from a vehicle in the 500 Block of Truitt Ave. Detectives notified the Patrol Division, who responded to the area and made contact with the vehicle and its occupants. Investigation revealed that the front passenger, Larry Brown, 38 of Dover, DE, was in possession of crack cocaine. It was also learned that Brown had other active warrants and capiases for his arrest as well. It was also learned that the rear passenger, Anthony Rayne, was also wanted out of Sussex County Court of Common Pleas on a capias. Both subjects were taken into custody. A consent search of the vehicle revealed drug paraphernalia in the rear floorboard of the vehicle.
Brown was charged with Manufactures, Delivers, Or Possesses With Intent To Manufacture, Deliver A Controlled Substance and Possession Of Drug Paraphernalia. Brown was also wanted out of Delaware State Police Troop 3 on assault and offensive touching charges as well as had several capiases out of various courts. Brown had a presentment through Justice of the Peace Court 2 where he was released on $2700.00 USC unsecured bail on the drug charges but was committed in default of $7500.00 USC cash bail and $21,300.00 USC secured bail on one of the DSP warrants and court capiases. He was transported to the Sussex Correctional Institution and turned over to the Department of Corrections without incident. Brown was ordered to appear in various courts at a later date reference to his cases.
Rayne had a presentment through the Justice of the Peace Court 2 and was released on $211.00 USC unsecured bail on his court capias. He was ordered to appear for a capias return hearing in the Sussex County Court of Common Pleas at a later date.

The Milford Police Department is seeking assistance from the public with a theft investigation. On 03.04.2019 an officer from the Milford Police Department’s Patrol Division responded to a residence in the 200 block of South Walnut Street to a report of a theft. Investigation revealed at approximately 4:30 am on 03.04.2019 a home security system captured the above pictured suspect remove an item from a vehicle. On 03.02.2019 Milford Police arrested a Milford man following an investigation into an impaired driving. On 03.02.2019 the Milford Police Department Communications Division received a call from a concerned citizen about a possible impaired driver. An officer from the Patrol Division was able to locate that vehicle on North Walnut Street. The officer activated all emergency equipment in an attempt to get the vehicle to stop, but the operator initially failed to do so. After following the vehicle a short distance the officer was able to conduct the stop on Bright Way in Brightway Commons Apartment Complex. Further investigation, that included field sobriety test, led to Juan Cortez-Reyes, 34 of Milford, being taken into custody. The investigation also revealed Mr. Cortez-Reyes had three prior convictions for driving under the influence. Mr. Cortez-Reyes has been charged with 4th Offense Driving a Vehicle Under the Influence and Driving Without A Valid License. Mr. Cortez-Reyes was presented at the Justice of the Peace Court #7, where bail was set at $3100.00 secured. Mr. Cortez-Reyes was committed to the Sussex Correctional Institution and is scheduled to appear at the Kent County Court of Common Pleas on 03.08.2019 for a Preliminary Hearing.

On 02.24.2019 officers from the Milford Police Department’s Patrol Division responded to an apartment in Mispillion Apartments to a domestic related incident. Upon arrival officers learned Cristofer M. Jackson, 29 of Ellendale, entered the apartment without permission through a sliding glass door. After repeatedly being asked to leave Mr. Jackson failed to do so. It’s been reported the victim entered another room within the residence and when she went to exit Mr. Jackson held the door to prevent her from leaving. Officers initially could not locate Mr. Jackson to take him into custody, but were eventually able to find him hiding under a blanket. It was also learned there was an active no contact order between the two. Mr. Jackson was taken into custody without incident. Mr. Jackson has been charged with Unlawful Imprisonment Second Degree, Breach of Release, and Criminal Trespass Third Degree. Mr. Jackson was presented at the Justice of the Peace Court #3 in Georgetown where bail was set at $2001.00 unsecured. Mr. Jackson is scheduled to appear at the Sussex County Court of Common Pleas in April for an arraignment.

On 02.12.2019 Milford Police arrested a Milford man following an investigation into a physical altercation that reportedly took place near a residence in the 400 block of Southeast Front Street. On 02.12.2019 an officer from the Milford Police Department’s Patrol Division was out of his vehicle in the unit block of McColley Street and heard an individual screaming in distress nearby. The officer investigated and located Ricky E. Ness, 32 of Milford, holding the victim against a parked vehicle. Mr. Ness initially failed to comply with officers commands, but eventually did and was taken into custody. The investigation revealed Mr. Ness and the victim were together and the victim became uncomfortable with Mr. Ness’s behavior. The victim tried to flee a shed the pair were in and Mr. Ness reportedly tried to prevent the escape. The victim did get out at which time Mr. Ness contacted her again, pushing her against the vehicle while holding her neck. The victim had trouble breathing as a result of this. Mr. Ness also made threats to harm an officer and the victim while in custody. Mr. Ness has been charged with Strangulation, Unlawful Imprisonment Second Degree, two counts of Terroristic Threatening, Resisting Arrest, Offensive Touching, and Criminal Trespass 3rd Degree. Mr. Ness was presented at the Justice of the Peace Court #2, where bail was set at $9501.00 secured. Mr. Ness was committed to the Sussex Correctional Institution and is scheduled to appear at the Sussex County Court of Common Pleas on 02.21.2019.

On 02.07.2019 an investigation into an impaired driving led to the arrest of a Magnolia man. On 02.07.2019 at approximately 11:41 pm, an officer on patrol on North DuPont Boulevard (US Rt 113) in the area of Northwest 10th Street observed a Chevrolet Suburban pull onto the roadway and occupy the right lane. The vehicle was then observed by the officer drifting into the left travel lane in which the patrol vehicle was occupying. The officer had to quickly slow the patrol vehicle to avoid the Chevrolet Suburban. The officer conducted a vehicle stop nearby and initiated the investigation into the impaired driving. The investigation resulted in William E. Bronson, 55 of Magnolia being taken into custody. Mr. Bronson has been charged with 5th Offense Driving a Vehicle under the Influence of Alcohol, Failure to Have Insurance Identification in Possession, Failure to Have Registration Card in Possession, Failure when Moving Right, Left or Turning to Signal Continuously Not 300 feet or > 1/2 Mile Before Turning, and Improper Lane Change. Mr. Bronson was presented at the Justice of the Peace Court #7, where bail was set at $2504.00 secured. Mr. Bronson was committed to the Sussex Correctional Institution and is scheduled to appear at the Kent County Court of Common Pleas on 02.15.2019 for a Preliminary Hearing.

On 01.31.2019 Milford Police arrested a Smyrna man after warrants were obtained for incidents that occurred in December of 2018. On 01.31.2019 Delaware Capitol Police contacted Aaron L. Williams, 27 of Smyrna, and took him into custody after learning he was wanted following the 2018 investigation. A warrant was obtained for Mr. Williams following an investigation into an alleged stalking that occurred in Brightway Commons and The Willows. This investigation revealed Mr. Williams allegedly made multiple attempts to contact the victim, peered through their residence window on one occasion, and made a false report to police advising an armed individual was in the victim’s residence that generated a patrol response. Mr. Williams has been charged with Stalking, Terroristic Threatening, 6 counts of Reckless Endangering 2nd Degree, and Falsely Reporting an Alleged Incident. Mr. Williams was presented at the Justice of the Peace Court #2, where bail was set at $6000.00 secured. Mr. Williams has been committed to the Sussex Correctional Institution and is scheduled to appear at the Kent County Court of Common Pleas on 02.08.2019 for a Preliminary Hearing.
