On 11/02/2018, Kamau Graves, 31 of Dover, DE, was taken into custody by the U.S. Marshal’s First State Fugitive Task Force with the assistance of Dover PD on an active Rape 1 Degree warrant out of Milford PD. Graves was located inside a residence in the 200 block of Horton St., Dover, DE.
On 10/02/2018 at approximately 8:54 a.m., Detectives from Milford Police Department were dispatched to a sexual assault investigation that had just occurred in a residence in the 800 block of SE Fourth St. Milford, Sussex County, DE. Detectives made contact with the victim who advised that the suspect, later positively identified as Graves, had sexually assaulted them while in possession of a knife and then fled from the residence. Detectives obtained a warrant for Graves.
On 11/02/2018, Graves was charged with 3 counts of Rape 1st Degree, one count of Possession Of A Deadly Weapon During the Commission Of A Felony, one count of Aggravated Menacing, and one count of Unlawful Imprisonment 1st Degree. Graves had a presentment through the Justice of the Peace Court 2 and was committed to the Department of Corrections in default of $207,000 USC cash bail only with a no contact order with the victim. Graves was ordered to appear in the Sussex County Court of Common Pleas at a later date for a preliminary hearing.

On 10/31/2018, Theoddis Johnson, 21 of Milford, DE, was taken into custody at a residence in the Brightway Commons Apartment Complex by the US Marshal First State Fugitive Task Force. Johnson was wanted out of Milford PD reference to an arrest warrant that was obtained for him after he disappeared from the parking lot of Silver Lake Estates Apartment Complex as the Milford Police Department Drug Unit executed a search warrant on his vehicle. The search warrant stemmed from a one month investigation into the sale of illicit drugs.
The search warrant was obtained and executed on 09/25/2018. Prior to detectives executing the search warrant, they had observed Johnson standing around the vehicle with the driver’s side door open and other unknown subjects standing around with him in the parking lot of Silver Lake Estates. When detectives responded into the parking lot to execute the search warrant, they located the other subjects but learned that Johnson had walked away from the vehicle prior to police arrival.
The search warrant was executed on the vehicle, which the keys were still inside of and located heroin and other drug paraphernalia inside the vehicle. Detectives obtained an arrest warrant for Johnson reference to the results of the search warrant.
Johnson was charged with Possession With Intent To Deliver A Controlled Substance and Possession of Drug Paraphernalia. Johnson had a presentment through the Justice of the Peace Court 2 and was released on $3500.00 USC unsecured bail. Johnson was ordered to appear in the Kent County Court of Common Pleas for a preliminary hearing at a later date.

Milford Police are looking into two fraud cases at businesses in the 900 block of North DuPont Boulevard (US Rt 113). In both cases a male suspect contacted the business and claimed to be a representative from corporate headquarters looking into an internal theft. The male suspect then attempted to convince the employees in both cases to perform actions that would remove money from the business. On 10/30/2018, Fred Jarman, 35 of Milford, DE, was located by the US Marshals First State Fugitive Task Force walking northbound on Bay Rd in the area of Tub Mill Pond Rd., Milford, Kent County, DE. Jarman was wanted out of Kent County Superior Court for a Violation of Probation capias, Kent County Court of Common Pleas for a failure to pay capias, and had an active warrant out of Milford PD stemming from an incident on 10/15/2018. The US Marshals Task Force turned Jarman over to Milford PD for processing.
On 10/15/2018 at approximately 5:05 p.m., Milford Police Department Patrol Division was dispatched to the area of Lakeview Ave and W Clarke reference to a verbal altercation. When officers made contact with the subjects, Jarman provided officers with a false name and then fled the scene on foot after officers had informed him several times that he was not free to leave. The other party involved in the incident provided officers with Jarman’s information and officers obtained a warrant for Jarman reference to the incident.
On 10/30/2018, Jarman was charged with Resisting Arrest and Criminal Impersonation stemming from the 10/15/2018 incident. Jarman had a presentment through the Justice of the Peace Court 3 on the new charges and the capiases. Jarman was committed to the Department of Corrections in default of $2000.00 USC secured bail reference to the new charges and $10,050.00 USC cash bail reference to the active capiases. Jarman was ordered to appear in various courts in Kent and Sussex Counties at later dates reference to the new charges and capiases.

On 10/30/2018 at approximately 1:34 p.m., the Milford Police Department Patrol Division was dispatched to the parking lot of the Milford Landing Shopping Center in the area of China Wok (941 N DuPont Blvd), Milford, Kent County, DE for a physical altercation. Officers were advised that multiple witnesses observed the suspect striking the victim inside of a vehicle. Officers responded to the scene and made contact with the suspect, identified as Colton Pennell, 20 of Frederica, DE, and the victim. When officers made contact with the victim, they had visible injury to their face and lip. The victim advised that they and Pennell were involved in a verbal altercation inside the vehicle when Pennell began to allegedly strike the victim in the head and face. The victim declined medical treatment. Pennell was taken into custody and transported back to Milford PD.
Pennell was charged with Assault 3rd Degree. Officers also learned that Pennell had a active capias for a Violation of Probation (VOP) out of Sussex County Superior Court. Pennell had a presentment through the Justice of the Peace Court 7 reference to the VOP and Assault 3rd charge. Pennell received a $500.00 USC unsecured bail on the Assault 3rd charge with a no contact order with the victim. However Pennell was committed to the Department of Corrections in default of $5000.00 USC cash bail on the VOP. Pennell was ordered to appear in Sussex County Superior Court and Kent County Family Court at a later date.

On 10/26/2018 at approximately 0847 hours, Milford Police Department Patrol Division was dispatched to a physical altercation in the 200 Block of Bright Way, Brightway Commons, Milford, Kent County, DE. Officers responded to the scene and made contact with both the suspect and the victim. Officers learned that the suspect had been residing with the victim for a brief time and was moving out from the apartment. Officers learned that the victim was on the phone with a family member of the suspect, when the suspect became angry and allegedly slapped the phone out of the victim’s hand causing damage to the phone. The victim then walked away from the suspect and in the process the suspect allegedly threw the victim’s phone at the back of the victim’s head striking the victim in the back of the head. The victim then made contact with a witness in the area and used the witness’ phone to contact the police. While the victim was on the phone with the police, the suspect charged the victim and allegedly punched the victim in the nose causing a minor injury. The victim did not require medical treatment from the assault. Officers took the suspect identified as Keishae Burton, 21 of Lincoln, DE, into custody. During a search incident to arrest, Officers located a glass pipe and digital scale in Burton’s possession.
Burton was charged with Assault 3rd Degree, Criminal Mischief Under $1000 (Damage Property) and Possession of Drug Paraphernalia- Marijuana Related (Civil Violation). Burton had a presentment through the Justice of the Peace Court 2 and was committed to the Department of Correction in default of $1251.00 USC secured bail. A no contact order was also placed between Burton and the victim. Burton was ordered to appear in the Kent County Court of Common Pleas at a later date.

On 10/18/2018 a Gerard Daub Jr., 30 of Harrington, DE, was charged with 20 counts of Unlawful Use of Payment Card Under $1500.00 where Victim is 62 Years of Age Or Older. This investigation started in May 2018 when the victim contacted the police department about a commercial gas card having unauthorized purchases on it. The victim advised that the card had been used for fuel and other items by an ex-employee of the business on dates and times the card should not be in use. The victim advised that the possible suspect was Gerard Daub Jr. It was learned that the unauthorized transactions occurred at the Shell gas station located in the unit block of S DuPont Blvd, Milford, Kent County, DE as well as a Shell gas station in Felton, DE. Officers obtained business records from the victim about the unauthorized purchases as well as obtained surveillance footage from the two businesses. The victim positively identified Daub as the suspect through the surveillance footage obtained. Officers obtained a warrant for Daub reference to this investigation.
On 10/18/2018, Officers learned that Daub was incarcerated at the Sussex Correctional Institution on an unrelated case and officers executed the warrant and had Daub presented to a Justice of the Peace Court while at SCI reference to this case. Daub received a $10,000.00 USC unsecured bail and a no contact order with the victim. It is unknown if Daub remained at SCI after the presentment on this case. He was ordered to appear in the Kent County Court of Common Pleas at a later date reference to a preliminary hearing.

On 10.25.2018 Milford Police arrested a New Jersey man following an investigation into traffic violations in August. On 08.30.2018 an officer from the Milford Police Department’s K9 Unit attempted to stop a Hyundai Accent for a registration violation on Rehoboth Boulevard. The vehicle failed to stop for the officer and a pursuit ensued that led the officer through the east side of Lincoln. The officer discontinued the pursuit at that time, but further investigation led to a warrant being obtained for Amir M. McMorris, 19 of Mays Landing, NJ, after he was identified as the operator. Mr. McMorris was taken into custody by the Delaware Capitol Police 10.25.2018 and later turned over to Milford Police. Mr. McMorris has been charged with Disregarding a Police Officer Signal, Terroristic Threatening, Hindering Prosecution, Operation of an Unregistered Motor Vehicle, Failure to Stop At a Stop Sign, and Unsafe Passing on the Left. Mr. McMorris was presented at the Justice of the Peace Court#2, where bail was set at $4003.00 secured. Mr. McMorris was committed to the custody of the Delaware Department of Correction at the Sussex Correctional Institution. Mr. McMorris is scheduled to appear at the Sussex County Court of Common Pleas on 11.01.2018 for a Preliminary Hearing.

The Milford Police Department are issuing a Gold Alert for a missing 67-year-old man. John Mccormick was last seen on 10/24/2018 at approximately 11:20 a.m. in the area of Hearthstone Manor, Milford, Sussex County, DE, operating a 2018 White Kia Sorento with Delaware registration. He was last seen wearing a brownish/tan V-neck sweater, dark dress pants and has a brace on his left foot. Mccormick is a white male, 5’08” and 240lbs. Police have been unable to make contact with Mccormick to check on his welfare and there is a real concern for his safety and well-being. If anyone has any information in reference to his whereabouts, they are asked to contact the Milford Police Department at 302-422-8081.
